Public Services
The Public service monitoring program provides regular and independent evaluations of the integrity of public service delivery for selected services. The evaluation is based on a set of indicators on how clients perceive and experience these state services.

The results of the monitoring are given below.

Objectives of the project:
The main objective is to identify the areas where corrupt practices and inefficiencies hinder the delivery of public services on an ongoing basis. The results will be made available widely to all those who are working to improve public administration and service delivery in Afghanistan and inform proposals to remedy the causes and reduce the opportunities for corruption.The program will deliver the following outputs:

  • Develop adequate and tested instruments to capture client perceptions of key services though exit surveys

  • Develop a data base to store, manage and analyse data using a commercial solution

  • Generate pilot measurements of the integrity of specific public services as perceived and experienced by citizens.

  • Evaluate the perceptions and experiences of citizens with respect to public services

  • Propose specific measures to improve the integrity of service delivery and to overcome identified inefficiencies

The support and ownership by the government is fundamental in order to successfully implement and sustain this initiative. The activity will be implemented under auspices of the High Office for Monitoring of the Implementation of the Anti Corruption Strategy and in close collaboration with concerned state institutions. The first batch of Ministries will be selected based on readiness and commitment to change.
